English Councils Plan to Dispose of Social Clubs and Leisure Facilities to Manage Finances

Based on a latest poll of local authorities, English councils are preparing to offload community centers, sports centres, and shopping arcades as they bet on a fire sale of assets to balance the books.

Increasing Fiscal Challenges Prompt Asset Sales

The Key Cities Group for major urban areas in the UK stated that six out of ten of councils are intending to sell assets to cover the escalating costs of adult and children’s social care.

Councils have in the past faced criticism for selling public land and open spaces to shore up their finances, but they argue they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

The group noted that a high proportion of authorities seeking to raise money from a quick sale of holdings represented “a distinct shift from 2024, when the largest share (60%) of local leaders stated they would focus on service redesigns and using savings to manage increasing fiscal pressures.”

Detailed Cases of Planned Sales

One local authority in Kent announced its asset disposal plan included the sale of a retail complex in Rainham and a community venue in another town to raise 20 million pounds over the next half-decade.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all generate rent for Medway council, will also be disposed of under the strategy.

Council Tax Rises and Wider Fiscal Pressures

This research of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of councils will have to increase local levies next spring to cover the rising cost of core provisions, increased rates of homelessness, and a persistent accommodation deficit.

The authority said it will press ahead with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but certain measures require time to deliver both improved services and cost efficiency,” stated Vince Maple.

He added: “There are population challenges which will continue to increase the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Trends and Forecasts

Research of county councils this week further found council budgets being stretched by the increasing figures of young people and older individuals requiring special educational assistance.

The County Councils Network said that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they struggle to manage rising needs.

Ministers have delayed scheduled changes to the special educational needs framework until next year after a policy document outlining those changes was recently delayed.

Disadvantage and Financial Shortfalls

Based on the latest deprivation measures (the Index of Multiple Deprivation) for English councils, several key cities members were among the most disadvantaged in the country.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the latest IMD measures,” noted the report.

“While only a single urban area is among the top 10 for deprived neighbourhoods countrywide, cities are far more likely to be in the most deprived fifth of England. The data underscores the extent of difficulties facing local leaders across key cities in the next twelve months,” the report concluded.

“Council officials have been clear about the need for a fair and sustainable financial structure that reflects and responds to the actual extent of deprivation and need,” said Michael Mordey.

“Lacking this, councils will persist to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their residents.”

A fifth of local authorities have reduced or weakened care services in the past 12 months, the survey found.
